Preheat oven to 350
In a medium sized bowl mix together flour, baking soda, baking powder, and salt
In a separate bowl whisk together milk, vanilla, vinegar, sugar, melted butter and eggs.
Combine the two, and stir until just barely incorporated. Do not over stir or it will make your muffins chewy and tough
Fold in fresh blueberries
Fill 12 jumbo muffin tins to 3/4 full or 24 regular sized muffin tins
Sprinkle with sugar and cinnamon mixture
Bake at 350 for 17-22 minutes (Jumbo) or 15-17 minutes (Regular)
