Trim and prepare artichokes: Snap off the outer leaves, cut tops off of artichoke, snip off the sharp ends of the leaves with kitchen shears. Trim the stem so it is snug at the base of the artichoke.
Put liner in your instant pot, and add water, garlic, lemon, and a few pinches of salt to the bottom of the pot.
Place a rack over the water, and place artichokes onto the rack in a single layer, leaves up.
Place lid on top, and lock into place.
Set the vent to "sealing".
Select "Manual" or “Pressure Cook” mode, on high pressure, set time for 5-13 minutes depending on the size of the artichokes.
When the time is up, quick release the pressure by turning the vent to "venting".
Serve immediately with garlic aioli dipping sauce or melted butter.
