Preheat oven to 325 degrees F (165 degrees C).
Add water, orange juice, pineapple juice, star anise, and cloves into the bottom of a roasting pan.
Place a roasting rack into the pan over the liquid, anise, and cloves; place ham on rack.
Use a sharp knife to cut 1/4-inch deep slashes 1/2-inch apart lengthwise and crosswise across the top of the entire ham making hatchmarks across the ham.
Bake ham in the preheated oven for 20 minutes.
Meanwhile, whisk brown sugar, honey, dry and wet mustard, vinegar, black pepper, Worcestershire sauce, and cayenne pepper together in a bowl until glaze has a thick, smooth consistency.
Brush glaze all over ham.
Continue baking ham, brushing glaze and some of liquid from bottom of roasting pan onto the ham every 15-20 minutes. Glaze should beocme a deep golden brown color and ham should be heated through to 130 degrees, about 2 hours 10 minutes.
Turn oven to broil, and broil 2-3 minutes to crisp up remaining glaze at end of cooking time for a nice crust
