Preheat the Oven: Preheat your oven to 375°F (190°C).
Prepare the Peppers:
Cut the tops off the bell peppers and set them aside. Remove the seeds and membranes from inside the peppers.
Using a small paring knife, carve Jack O' Lantern faces into one side of each pepper. Be creative with the designs!
Cook the Filling:
In a large skillet, heat the olive oil over medium heat. Add the chopped onion and minced garlic, and sauté until the onion is translucent.
Add the ground beef or turkey to the skillet and cook until browned, breaking it up with a spoon as it cooks. Drain any excess fat.
Stir in the cooked rice, black beans, diced tomatoes, chili powder, cumin, salt, and pepper. Cook for a few minutes until everything is well combined and heated through.
Stuff the Peppers:
Place the prepared bell peppers in a baking dish.
Fill each pepper with the meat and rice mixture, packing it in tightly.
Sprinkle the shredded cheese on top of each stuffed pepper.
Bake:
Place the tops back on the peppers as lids.
Cover the baking dish with aluminum foil and bake in the preheated oven for 30 minutes.
Remove the foil and bake for an additional 10-15 minutes, or until the peppers are tender and the cheese is melted and bubbly.
Serve:
Remove the peppers from the oven and let them cool slightly before serving.
Garnish with fresh parsley or cilantro if desired.
